The Site

 

The subject property is an almost square shaped prime site measuring approximately 21.8 acres.

 

Location

 

The site is located less than one kilometer East of the Central Business District of Lusaka City.

 

Neighbourhood

 

The following institutions are within the site's immediate neighbourhood:

·        the Boma buildings- splendid colonial buildings of immense historical significance;

·        the Lusaka Central Police, a focal point in the city for enforcement of law and order;

·        the Fire Brigade;

·        service stations and fast food outlets;

·        the Evelyn Hone College – with increasing significance as a center for mass education;

·        several well established organisations including the Zambia Electricity Supply Corporation;  various government ministries and departments;

·        prominent residential areas close to  the site include Fairview, Rhodespark, Northmead, Thornpark and Villa Elizabetha;

·        the newly refurbished Central Park (Farmer's house) is less than two kilometers away and sets the minimum standards of development.

The neighbourhood of the site guarantees a constant flow of high vehicular and pedestrian traffic to and from the site.

 

Road Network and Accessibility

 

The site is bounded by Church Road on the northern side, Kabelenga Road on the Eastern, connecting roads to both the Great East Road on the Northern side and Cairo Road on the Western side. A Railway line to the West of the site provides extra access to the site and gives it an advantage in terms of bulk goods delivery.  The above network means that the site is extremely accessible.

 

Existing Development

 

Existing development basically comprise a light industrial estate built in the early 1940s.  The main built up structures include offices, warehouses, workshops and storerooms. The existing structures are all generally simplistic in design and thus do not pose very serious demolition challenges. The total built up area is approximately 17,000mē.

 

Proposed Development

 

The site lends itself to a mixed use by reason of its character and location. Some of the special uses proposed include:

·        shopping malls, restaurants, fast-food outlets, etc;

·        office space for various business types compatible with the general development;

·        gymnasium and health clubs;

·        residential units including various apartment types or town-houses;

·        entertainment facilities including cinemas, bowling, etc

·        parking facilities.

 

Contractors Guidelines

 

It is envisaged that the entire project can be undertaken on a turn-key basis and thus the contractor must submit proposed:

·        plans;

·        project scope and timeframe;

·        project cost;

·        project implementation schedule;

·        proposed terms of acquisition of the property

Closing date for submissions of bids to undertake the project is Friday 6th July 2007 at 15.00 hours.
